Chapter 11
With each department and level of government there's a jurisdiction that goes along with it. Political jurisdiction such as cities, villages or towns incorporated under state law to provide governance to defined geographical areas. Which are more compact and more densely populated than counties, which are called municipalities. Counties are less compacted and less densely populated,also they are geographic subdivisions of state government. Counties have a form of county governance in which executive, legislative, and administrative powers are vested in elected commissioners, which is called county commissions system. Which does not work alone, the county also has a council-executive system which is a form of country governance in which legislative powers are vested in county commissioner and executive powers are vested in an independently elected executive. The other important system is the commision administrator system which is a form of county governance in which executive and legislative powers reside with elected commission, which hires a professional executive to manage the day to day operations of government. Cities by definition are different from counties and municipalities, since it incorporates political jurisdiction formed to provide self- governance to particular localities. Townships on the other hand are local governments whose powers, governance structure, and legal status vary considerably from state to state. In some states, townships function as general purpose municipalities; in others, they are geographical subdivisions of counties with few responsibilities and little power.
