Subsidiarity the principle of devolving decisions to the lowest practical level. Devolution by definition according to google means, “the transfer or delegation of power to a lower level, especially by central government to local or regional administration.” both these terms mean basically the same thing devolution is just a bit more specific. Devolved systems and governance is a form of decentralization. Devolution is a more substantial and solid transfer of both political and economic powers from the national to lower levels of governance. It is also the process of transferring decision-making and implementation powers, functions, responsibilities and resources to elected local governance structures. When governments devolve functions, they give authority for decision making, in finance, and management to self sufficient units of local government with corporate status. Devolution usually transfers responsibilities for services to municipalities that elect their own mayors and councils which then raise their own revenues and have independent authority to make investment decisions. In a devolved system local governments have clear and legally recognized geographical boundaries over which they exercise authority and within which they perform public functions.
Kenya Devolution Support Program (KDSP) objective is to strengthen capacity of core national and county institutions while also supports other programs. It is made of six components, each drawing from thematic expertise within the World Bank Group. The world Bank Group is made of funding from the governments of Denmark, Finland, Sweden, United Kingdom, the United States and the European Union.
